Mother denies abuse after her 10 children are taken into protective custody

The matter unfolded March 31 when the oldest child, a 12-year-old boy described as developmentally delayed with the capacity of an 8-year-old, disappeared from his house in the 2000 block of Fieldstone Court. During the search, nine more children were found, ranging in age from 4 months to 11 years old.

Sharon Henry, chief deputy district legal professional for Solano County, stated she was "horrified" by the statements from the youngsters and that torture was carried out in the home "for sadistic functions".

Ina Rogers, the children's mother, was arrested and booked into Solano County Jail on suspicion of child neglect.

Nine other children were found living in what Hurlbut says were "squalid and unsafe conditions". Responding officers found spoiled food, as well as animal and human feces on the floor.

Tattoo artist Jonathan Allen, 29, the children's father, has pleaded not guilty to seven charges of torture and nine of felony child abuse between January 2015 and March 2018. Allen was arraigned Monday afternoon in a Solano County court. All 10 children are in the protective custody of Solano County Child Welfare Services.

Rogers was arrested on March 31 and charged with neglect.

Authorities say that their investigation revealed years of both physical and mental abuse of the children.

Rogers could not be reached Monday evening for comments. Messages left with the Solano County public defender's office were not returned.

She gave reporters a tour of her home on Monday, denying that her husband had abused the youngsters.

Peggy Allen, Jonathan's mother, claimed that she told Ina a few times that she needs to clean her house.

Authorities described injuries to the children, including some that appeared to have been caused by someone shooting a pellet gun.

She is estranged from her son and he has kept his family away from the children, she said.

The police were made aware of the terrible conditions of the household after a 12-year-old boy was brought back to the house. All of the children sleep on the floor in one room. None of the children required medical care.

'The conditions they saw in my home was me tearing up my house because my son was missing. He had been angry because Allen and Rogers had tried to take away his tablet computer, Rogers said, according to the AP.

"We're a Christian family and Jonathan has not been raised that way", she said. He told her it was unlikely her son was in his back yard because his dog would have barked, he said, according to the Chronicle. "Once that fear sets in, you don't know what to do so in that moment", she said. She said that they had a baby when they first moved in and another baby late a year ago.

She said: There's no broken bones, there is no major scars, nothing. "My kids get bumped and bruised and scratched because they're kids, but that's it", she told the reporters in front of her house.
