Douglas Luiz work permit denial frustrates Guardiola

Pep Guardiola has confirmed Douglas Luiz has been refused a work permit, with the Manchester City manager wishing the decision had been made earlier to allow him to consider a replacement.

Luiz is a 20-year-old Brazilian who joined the club from Vasco da Gama in 2017.

FA rules on work permits were changed in 2015 "to ensure only the most talented non-EU players meet new criteria".

"It's hard for me to understand, one guy who doesn't see him in training has to judge".

The Citizens asked the Home Office based on his talent, which was backed up by Brazil coach Tite and former Arsenal star Edu.

"I accept the rules but I don't understand".

I'm so sad and disappointed for Douglas because he could have played, he could have helped us, he's shown many, many good things in pre-season.

"One guy who doesn't see the player or any training sessions every day has to judge if Douglas has the ability and quality to play".

"If they decide the rules are the rules, let me know 15 days ago and maybe we can decide what we can do but one day before and you decide he can't play because, I don't know, he is not tall enough, doesn't play enough, games in the past or something like that?"

"We were prepared to make an effort".

On Friday, Guardiola denied he had been contacted.

"So no, I'm a little bit disappointed because he can not say that I can not count on [sic] because his salary is unbelievable, to know that he has to know my salary".

"I'm a little bit disappointed because he can not say", he said.

Luiz did not automatically qualify for a work permit, so Manchester City had to apply for an exemption.

Guardiola also revealed that he had decided against spending a huge sum to augment his midfield and instead looked to bring last season's loanee in as a backup option alongside Phil Foden. According to Guardiola, the youngster will be loaned out again this season.
