Lindenberger said he has seen a growing discussion online about teenagers emboldened to make their own health decisions and pursue vaccinations.

Lindenberger says he was vaccinated for Hepatitis A, Hepatitis B, HPV and influenza during his first visit to the county health department and has more vaccinations scheduled for later this month.

Fatherly points out that even if health care providers were legally able to provide minors with vaccines behind their parents' backs, "in most cases it would get billed to the parent's insurance, likely (causing) conflict between the child and their families".

At the same time, 2018 followed a year in which Europe achieved its highest-ever coverage for the second dose of measles vaccination at the national level, showing that gaps at subnational levels are to blame for the disease's resurfacing.

Herd immunity against measles requires that 90-95% of the entire population are immune, whereas vaccination coverage is measured as the percentage vaccinated of the target population - which only includes people who are eligible for vaccination.
