Moon and Kim Jong Un met three times previous year, issuing vague statements on denuclearization and peace and vowing to resume joint economic projects when possible, and voicing optimism that US -led sanctions against North Korea could end and allow such co-operation.

But in Washington, President Donald Trump, who has sought to negotiate North Korea's denuclearization with Kim Jong Un, suggested he would not have permitted the Central Intelligence Agency to recruit Kim Jong Nam.

Wednesday marked exactly a year since Trump first met Kim in Singapore. Earlier Tuesday, Bolton had told the Wall Street Journal at an event in Washington that North Korea is not complying with the terms agreed upon during Trump's first summit with Kim, in Singapore previous year.

She was seen smiling broadly and shaking hands with South Korean officials before sitting across a table and handing over a purple folder containing the condolence letter.

A deal to denuclearize North Korea has proven elusive to Trump, despite two high-profile summits with Kim.

However, this latest note from Kim did not propose any future meetings, signalling the diplomatic process may have reached a dead end.

Susan Rice, who was national security adviser for Trump's Democratic predecessor, Barack Obama, tweeted her reaction: "America, this tells you all you need to know about our so-called 'Commander-in-Chief'". "That's very important", said Trump.

Trump also claimed that remains of USA soldiers "keep coming back", but in reality, the Pentagon has suspended its efforts to recover those bodies.

The launches are a potential embarrassment for Trump, who has long pointed to a lack of North Korean missile and nuclear tests as evidence his talks with Kim are succeeding.
