After winning the election in 2016, however, Trump went on to make repeated attempts to court Gowdy for a seat at the table. In 2012, he declared, "The notion that you can withhold information and documents from Congress no matter whether you are the party in power or not in power is wrong".

Gowdy joined a string of GOP committee chairmen who made a decision to leave Congress as the GOP faced a challenging 2018 midterm election which resulted in the Democrats taking back the House of Representatives.

Kurt Bardella, a former GOP spokesman for the oversight panel who is now an outspoken Trump critic, said Gowdy's return "speaks to the complete hypocrisy at play here".

Gowdy's insistence on administrative compliance with congressional investigations while serving in the House is at odds with the White House's most recent approach to the impeachment inquiry. "His legal skills and his advocacy will serve the President well", Sekulow said. "Respect for the rule of law must mean something irrespective of the vicissitudes of political cycles!"

The White House counsel issued a letter on Tuesday night saying the administration would not cooperate with impeachment inquiry because it didn't consider it "fair". "Trey's command of the law is well known and his service on Capitol Hill will be a great asset as a member of our team".

Dave Woodard, a veteran S.C. political consultant who advised Gowdy on his 2010 reelection campaign, said the time might have finally felt right for Gowdy to reenter the arena.

The call, which sparked the impeachment proceedings, came at a time the United States was withholding almost $400 million in security aid to Ukraine, which is locked in a war with Russian-backed separatists in the eastern part of the country.
