Covid: Fresh Greater Manchester tier talks arranged

Large areas of the north London And parts of the southeast are now tougher Covid-19 Rules.

The rule changes at midnight on Friday came just hours after the prime minister pitted himself against the city of Manchester by promising to impose the highest level of restriction - with or without Mayor Andy Burnham's blessing.

Welsh First Minister Mark Drakeford sets out plans to ban travel into the country from high-risk areas of England, Scotland and Northern Ireland from 6pm on Friday.

Level 3 rules across Lancashire mean that socializing outside of a home bubble is nearly never allowed, and pubs, bars and restaurants are closed except for takeaway services.

The new restrictions, which will be reviewed every fortnight, cover all parts of the county, including: Burnley, Blackburn with Darwen, Blackpool, Chorley, Fylde, Hyndburn, Lancaster, Pendle, Preston, Ribble Valley, Rossendale, South Ribble, West Lancashire and Wyre.

The Tier 2 rules, which mean families can not mix indoors or in bars, cafes and restaurants, have come into effect across parts of North and South East England.

Health Secretary Matt Hancock tells MPs that London, Essex, Elmbridge, Barrow-in-Furness, York, North East Derbyshire, Erewash and Chesterfield will move into the second tier of measures from Saturday.

Boris Johnson is to make a statement this afternoon. "Each day that passes before action is taken means more people will go to hospital, more people will end up in intensive care and tragically more people will die", the Prime Minister said.

"I feel like everyone doesn't know what's happening or they're just not taking it seriously enough at the minute".

"Of course, if the deal can't be done, I need to intervene to protect Manchester's hospitals and save the lives of Manchester residents", he said.

Jeremy Farrar, an infectious disease specialist who sits on the government's scientific advisory panel, said Friday that restrictions imposed under the three-tier strategy aren't tough enough to bring the virus under control, and that squabbling over where and when to impose the measures risks confusing the public.

And when Sky News Deputy Political Editor Sam Coates was asked if people between Downing Street and Manchester leaders would die as a result of sarcasm, he said: "These are terribly hard decisions and there are casualties on both sides, as mentioned earlier".

Until now, only businesses in the Liverpool City Region have faced the same restrictions.

But it's emerged that Lancashire gyms will remain open despite them being closed in Liverpool City Region - the only other area of England under Tier 3 restrictions.

The mayor of Liverpool has taken to Twitter to blast Westminster for what he calls the "inconsistent mess" that is the three tier system to tackle coronavirus.

The Scientific Advisory Group for Emergencies (Sage) said the reproduction number, or R value, of coronavirus transmission for the whole of the United Kingdom is between 1.3 and 1.5.

There has also been a big jump in the total number believed to be infected in England - from an estimated 224,400 to 336,500 in a week.
